or what i have in the title "this operation has been cancelled due to the restrictions in effect on this computer"
for example i can't access my task manager..... i can't see the control panel either. when i even click "set program access and defaults" it denies me there too. I can't access registry either. I am the administrator tho, and i even get this restriction errors or disabled errors on safemode. |

Based on the issue you had in your previous thread, plus the fact that you couldn't find your XP Pro CD, your best bet right now would be to back up all of your data and then get a new disk drive and a new XP CD. |

ok i think i figured out the problem but can't solve some of it.
i used Tuneup Utilities to finally access the REG Edit ,then i deleted the polices "diable task manager" and "disable control reg edit" and "disable control panel"
so the problem lies where i can't find the control panel icon! and i can't Right click on my computer and go onto the properties! |

ok update: so i restart my system and it goes back to having taskmanager and ect disabled or not accessible. |

If you recently edited your registry with an editor, I would suggest going to your backup .reg files and reinstalling the deleted entries. |

might be , but i tried spybot and AVG anti-spyware in safemode already. any other programs u suggest? because now i can't access task manager anymore, and theres no control panel icon. i can't even double click on my windows clock to check the date. |

Yes, it looks like malware. It is not uncommon to "fix" the registry like you did, and then when you reboot the malware just "unfixes" it back to the way it was. Go to the security cleanup forum, READ AND FOLLOW THE POSTING RULES. The forum is here: » Security Cleanup |

This is due to one of the following Policy settings:
NoAddRemovePrograms NoControlPanel
If your system is attached to a domain, your network administrator may have
disabled the Add or Remove Programs applet. For standalone systems, follow
the steps below to unlock the restrictions.
Click Start, Run and type Regedit.exe
Navigate to the following branches one by one:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \
Policies \ Uninstall HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \
Policies \ Uninstall
Delete the NoAddRemovePrograms value if present in the above locations. Then, navigate to following locations:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \
Policies \ Explorer HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \
Policies \ Explorer
Delete the NoControlPanel value in the above locations. Close Regedit.exe |
