Possibly.
Your Rx power level is slightly on the edge/borderline.
With a Tx of 40dBmV, it gives me the indication that your modem isn't behind many splitters,..
That information would help validate the need for a technician.
How many splitters, and of what type are between your drop and the modem?
Looks like maybe a 2way at most -- Unless your Tx powerlevel is 'extremely' low at the demarc.
What exactly is occurring, and at what intervals?
Again, the layout of your cabling and splitters from Demarc to Cable Modem will be of great help.
Also what speeds are you 'expecting',.. if that is an issue. Currently it shows you should be getting about 500K Down, and 50-60K on the upload.
or , on a speedtest -- 4000-5000 Download, and 400-500 on the upload.
I am guessing you are having intermittent connectivity issues? Is that the case?
Also, how does the power level fluctuate during the day vs the night? (Ie: Take a reading at 7-8am, and then one at 2pm, then at night if you wish) -- To see how much the heat is pushing the signal.. Trying to see if its pushing beyond -12dB, or if that's the 'limit' at the worst.
This might be something you can adjust on your own, if your lines going to the modem are out of wack, and/or splitters/ground block.
If you want,.. take your modem and wireless router (or modem and a laptop) to your groundblock. (Or run a new cable from the ground block straight to your cable modem (bypassing all existing cables and splitters) -- To get a reading of your signals at the Demarc.
What I'm driving at, is if your Rx power level is a bit low coming into the home,.. if that is the case, then a Technician definitely needs to come out and fix you up. 
We'll help you try to sort it as much as possible from our end, but if the Signal is low coming from the Drop, then you'll need a technician. (Redundant, I know.. )
