You're not going to find one that has no texting, email, web or ringtones, but, you can probably find one that has no camera, don't buy a plan for texting, email, web or ringtones and set the ringtone to a standard ring sound, and just don't use the other features.

The market has moved away from the phone you're wanting, and it'd be such a niche market that your phone probably won't be created.
