I have been sharing pictures back and forth for the past year, and i use Skype all the time. I am sure I am in the 10-30 gig range. I also web cam often too.
I have bought nor borrowed any music or movies at all. I do stream some off of youtube and watch clips etc. I have not bought music in 10 years nor stole it as the RIAA would say.

If they capped your upload, that wouldnt really prevent you from downloading, which is what they (providers) claim is the issue.
