1) If you can currently pick up an EVDO connection, an omni mounted outside your home will definitely improve your signal.
2,3) Speed is a little faster on Sprint and there is no cap per month. Latency is also similar.
4) I put in the town listed under your username and it looks like EVDO is all around you but you are in a roaming area. I suggest getting a Sprint EVDO card and trying it and if it doesn't work, return it within 30 days.
I also recommend going with Millenicom Mobile Broadband. They resell Sprints EVDO for $49.99 a month with no taxes, fees, or 2-year contract. That is $10 cheaper than Sprint a month with no contract. Their customer service is also ALL based in the United States and they are VERY knowledgeable about their service.
