Not sure what everybody is crowing about

A 10%-12% royalty rate is at least a reasonable charge. That means a percentage of the webcaster's revenue or profits (10%-12% to be exact) pays for the use of the music. Right now royalty rates hover at about 6%-8% for using someone else's music (you record a cover song and sell it, etc). If you ask me this is definitely a step in the right direction.

Percentages are much better than a flat fee no matter how you slice it.
