He is the one who submits these news items (to dslr) to begin with a lot of the time, so why wouldnt he want to discuss it?
I dont doubt that the govt could screw up someones network with monitoring software, look who we have elected.

They dont run it, but they monitor and regulate it, with our votes.
Balancing privacy issues and accountability to uphold the law that we delegated to our govt officials.
No doubt there are many issues with this, but since we have these things we call laws, we have to deal with it.
