The FCC requirement was for dry 768/128 for $20.

The AT&T Southeast region is being offered dry DSL at basically their prices (which are different and a little pricier than the rest of AT&T) plus a $5 dry line charge. Apparently they have a dial tone (maybe for wetting purposes and line usage identification?) on the dry line. but you can't call out. »SAFA (Stand Alone FastAccess) - Confirmed today
