Interesting tip of the day contained in this Register Article, detailing how Windows XP's QoS (quality of service) packet scheduler likes to take 20% of your bandwidth right off the bat. Links to what it does, how to remove it and links to the Microsoft documentation for why it's sometimes necessary are included. Right now my Windows Me is pretty darn stable so I'm sticking with it until I absolutely have to upgrade.
