Comcast appears to be throttling Usenet as well. I used to be able to download at around 1200k a second. Now I'm limited to 760k per second. My download will sit at 760 and not fluctuate leading me to believe that its got more in it but something is blocking it.

760 is about right for 6mbit service. In no way is that traffic shaping.
