They receive all the proceeds from the USF. It is a a tax for a private corporation. The rate is set based on the expenses the Telephone companies say it costs them to provide internet access to schools and Libraries. Since there is zero oversight, the program is wrought with fraud and waste.

Uh, there are no surcharges, on city folks or anyone esle, to pay for rural broadband.

The 1996 Telecom Act added a component to the USF to pay for broadband to schools and libraries; that's it.
