From Google it sounds like a 5hr outage occurred maybe because of a fiber cable cut. No real details though. Probably why the reporter needs some info.

Brooklyn, NY		 Well that's the thing you would imagine a big outage would have brought a few people here (after it came back). Maybe we don't have any users in the area.
