I know because some of my long distance customers (on different carriers) could not make calls. I don't know if the failure was a cut, an equipment failure, sabotage, animal related, or anything else. It did impact voice calls ... I don't know if Qwest's IP routing uses that same facility. But it would make sense that IP was less impacted as packets can take many paths.
