Making heavy users pay cost of upgrades good policy

By getting the heaviest users to pay for their heavy use, that can underwrite the costs of upgrading infrastructure. And as the profile of the average user increases over time, the floor amount of 40 GB can be raised due to the improved infrastructure. In other words, the heaviest users can pay for the increasing use by the average user.
