After you deduct the $15/mo value of the static IP, the old Bellsouth region pays $7/mo less (or 80% of the regular AT&T rate) for 19% more download and 33% less upload speed. |

Data is heavier in the South (must be the Country Ham and Grits w/ Red Eye Gravy) and we all know it costs more for the "Good Ole' Boys" Network to push/pull heavier packets Northward or Westward and all points in between those 2 directions. It's cheaper for Northern ISPs to send it South as gravity helps.
