It could have been because his US license didn't cover the frequencies that he wanted to use in Germany.

Under CEPT rules, you can only operate on the frequencies that your "home" license allows. So, if he were a tech, and wanted to go on HF (and was stationed there for several years preventing him from upgrading in the US) he'd probably have to get an upgraded license from the country in which he's operating.

Anyway, I need to get on HF a bit more...I just need to get a better antenna set up, or wait for the sunspot cycle to get back up!
I think CEPT went into affect with three different mods, Nice 1985, Paris 1992, Nicosia 2003 so he may have been there before that.

According to T/R 61-01:
2.2 The licence holder shall observe the provisions of the ITU Radio Regulations, this Recommendation and the regulations in force in the country visited. Furthermore, any restrictions concerning national and local conditions of a technical nature or regarding the public authorities must be respected. Special attention should be paid to the difference in frequency allocations to the radio amateur services in the three ITU Regions.
Just a small correction.

On the operating front, I am using a Buddipole with good success at 14 MHz and up. I still can't compete with the beamed 1.5 KW stations, but I have made it into the Netherlands from Utah by catching him before he was posted on the DX clusters.

It is just a matter of taking the time and not expecting to have instantaneous gratification.

And to KA3SGM , I am running up my portable station as soon as I finish this posting .
