Concrete Caps Would Be Better Than Invisible Caps

I've had Comcast for going on seven months now. I have received one excessive bandwidth notice during this time for the measly usage of 45GB total - up and down. Five of the other months I used more than 45GB (59, 61, 55, 91, and 52) and received no notice. So I can only assume the invisi-cap fluctuates with the usage of other peers on my node. The more they use the lower my cap drops. If they sent me one for 45GB then I assume everyone on my node who used over 45GB that month received one as well.

I would prefer having a concrete cap rather than a cap that fluctuates based on other peoples usage. If someone else's usage is going to lower my cap that's not fair to me. If I'm going to pay the same amount every month I expect the same level and amount of bandwidth available.

I wouldn't mind seeing a 100-150GB cap for the 6Mb plan. And a 150-200GB cap for the 8Mb plan. Then they could charge $1 per GB over the cap.

I would also much prefer a definite cap over the use of Sandvine to limit bandwidth. They need to define caps to their customers based on tiers and interfere in no other way, i.e. Sandvine. People aren't paying for Intranet to only be able to connect to other Comcast users, they're paying for Internet to be able to connect to anyone.

Right now Comcast users have the worst of both worlds. We have invisible caps that apparently fluctuate so you never know how much is going to be too much. And we have the ISP sending out spoofed TCP packets posing as a legitimate reset.
