Why not?

People seem to have no problem with paying for telephone, electricity, water, fuel oil, or natural gas based on usage. Why should internet have to be different?

I'd like to see 100/100 internet, and pay for usage.

4 of the 5 items you mentioned are regulated utilities. Fuel Oil isn't, but also the consumer has 100% control over how much fuel oil they burn. (Don't argue about the weather, yes, I know people can't control winter weather, but they can insulate, wear warm clothing, etc etc and control the costs)

If bandwidth also was regulated as a utility, so that people paid what it actually cost to provide, plus the service fee, then this model is possible. Even then however, you're going to have to pay for bandwidth YOU didn't use or want to use... IE, Ads, Spam, bug fixes, updates, etc... and worse... virus bot scans, etc. Imagine if a botnet was scanning your IP range. Even though you have a firewall, your provider is going to bill you for the bandwidth IT uses. Sucks for you.

VoIP telephone is not regulated.
Cellular telephone is not regulated.
Electricity is half unregulated (generation).

99.9% of internet usage is fully controlled by the consumer. If they pay for usage, then there is monetary damages caused by spam, bots, etc and they will run the risk of civil action.

Great for us.
