[Connectivity] Ping spikes when downloading...

Whenever I visit a page with a few pictures on it, or download a file of any size, my ping time jumps to between 200ms to 3000ms. I have disconnected my router and connected straight to the modem thinking the router was the problem, but it is not. This is a new service connect, and the tweak tests don't show anything but changing my RWIN, which I have done.

The uploading doesn't seem to be affecting the ping, only downloads. This is extremely annoying since I play games, and I'm constantly getting a bad ping.

Any help?
