Per byte might be a good idea if.....

I get to decide what gets sent to my system. I can see it now. The ISP avoids 'rate hikes' by sending more and more ads, thus increasing the number of bytes you 'consume'. With all the crap I get - ads, spam, bad search results, etc. - there is no way I would support per byte pricing.
