Queen Victory started Torchwood and named it after the Mansion.

Yes, Harkness helped the Doctor fight the Daleks and was killed, but Rose brought him back to life using the matrix from the TARDIS. Thats why he can not be killed.

The hand in the liquid that was seen when Gwen first walked in Torchwood is the Doctors.
