CJ is right with the explaination of the outbound (transmission) speed answer above.
We often run a cam feed... with a high data (54K to 110K)Ogg Vorbis codec audio steam at the same time, with no problems.
Here are few things you might try:
1. Make sure your computer is running well (ie system/computer tweaks) so that you have all available resources free. Sites like Tweak XP etc can help with this, if this is unfamiliar to you, and can be found by doing a google search.
2. When running cam/audio streams, turn off all non essential software, freeing resources for the stream.
3. Do a speed test before starting your stream, to make sure you have enough upload speed to sustain the stream.
4. Do not make the size of the cam image too large, ie a 320 X 240 is a good place to start. This can usually be set in the software, under cam options.
5. Do not set the frame rate very high, 2-3 frames/sec is a good place to begin here. Again this can usually be found in the software/cam settings.
If the above produces satisfactory results, then you can play with increasing the image size and/or frame rate, remembering that all this increases data size sent, and the upload speed must be high enough to handle it.
Latency is usually around 1 or 2 sec's TTL, and not enough to really make a problem for us.
(And this is running a 640X480/12 FPS cam window, 54K Ogg Vorbis audio feed, and holding 99+ people typing in a common chat window.)
We are on the ProPlus plan, and with speeds near our max (200K upload), this is no problem.... and if speeds are less, we adjust the cam image accordingly.
And if upload speeds fall much below 100K, we just run the audio feed.

In 1998, after working for Julio Iglesias on the "Tango" tour setup, he decided that the future of concerts would probably be on the internet.
Since that time he has produced many webcast's for the "pros" online, with audio/video or audio only.
In fact, this Sunday Sept 23 at 6PM EST, he is producing one for Barrylee Harwood (Lynyrd Skynyrd/Rossington Collins Band)using audio only for the time being, onto a free public chat site.
This is to be a regular event, with other "Frynds of Skynyrd" joining him as time goes on.

Well you're going to experience lag with the web cam, but that is just because of the delay in how long it takes to make the trip. As far as not being able to browse etc, if you are maxing out your outbound connection with the web cam and since the outbound is pretty limited on the HN system, other requests get lagged or don't even get through at all. You can get away doing such things on land based systems (IE cable/dsl) due to the low ping times and most of those have a slightly higher outbound speed.
