Bell is the one deciding what profile limit should the ISP have and for residential, it's 5 meg.
And the lucky ones who have a profile more than 5 meg are, well, lucky  , Bell made a mistake and changed their profile.
So Bell is the one controlling the profiles. |

It's syncing whatever Bell has as a default.... sometimes, 3Meg, sometimes 5Meg and sometimes 6Meg by mistake.
