Teksavvy is probably the best DSL provider you can find. Providing DSL is good in your area, you shouldn't have any issues. 3Web/CIA should service Gatineau through cable as well, but beware the bad tech support.

@carleton.ca | I used CIA before, sure you couldnt get ahold of anyone, but their service was pretty decent.
Dry DSL is going to be expensive
