Umm hello, the average user isnt a broadband geek with servers and biohazard stickers. They conduct these surveys out in the streets, malls, etc. Places were the pale peeps here haven't been to in ages.
Pretty much, the people most clueless about the quality of service that these companies are providing.

If anything, they should be talking to the people that have had to go through the full gamut of what the company has to offer and their customer services before they can have anything that is remotely accurate to what is experienced in truth.
