Recent FAP change

Last I knew, they sent out an e-mail saying they weren't changing the caps on their plans, but said you'll be subject to the FAP speeds once you've reached 80% of your threshold. Has this changed, or did the company really take away 20% while claiming that users could download just as much as before?
