<description><![CDATA[<A HREF="/useremail/u/766673"><b>CMoore2004</b></A> : Last I knew, they sent out an e-mail saying they weren't changing the caps on their plans, but said you'll be subject to the FAP speeds once you've reached 80% of your threshold.
