If that's still the case, you'll need to either configure your static IP in the PAP2 (as previously suggested) or switch your WRT54G over to 3rd party firmware.

You can set a fixed IP right in the configuration pages of the PAP2 itself. Type the current IP address of the PAP2 in a browser to view the config page. In there you will see the option to set a fixed IP.

I'm assuming the Linksys PAP2 VOIP device is getting it's address from the WRT54G by DHCP. You can set the router's DHCP to always give the VOIP device the same IP.

I have a WRT54G with the stock firmware.

I want to set a fixed IP to my Linksys PAP2 VOIP device (ViaTalk).

How do I simply set that fixed IP for that device?
