 Advertisement - Direct Express

I just saw a huge ad in the Chicago Flame (my school's newspaper) for this service!
It proclaims:
"AT&T Yahoo! High Speed Internet Direct Express as low as $23.99 a month with no term commitment. No phone line required. Includes downstream speeds of up to 1.5 Mbps.

...

Offer expires 11/3/2007."
Obviously, the ad and the service itself is geared toward college students.
Does anyone know if it is available in the suburbs?
