ISDN is a switch based technology which requires the switch owner to have the software in the switch and pay a per seat license from the switch manufacturer to offer the service through that switch.

Why don't ATT market this? Say its for the areas thats not cost effective to revamp to dsl and offer it to ones that cannot get dsl. Hell you probably could even rent the modem for a small fee too boot... 144kbps always on connection beats the fire outta 128kbps 200 hours a month total, which at 2 channels to make the 128k, means your just getting 100 hours of useage at that speed... Not DSL IDSL which is based on ISDN technology as such it can be provisioned out of a remote terminal by installing a BRI channel unit. A number of CLEC's offer it maybe one in your area does as well. The speed is only 144 but it is a nailed up connection (always on).

Have you spoken with the business sales side of Verizon? I find it hard to believe that they don't offer ISDN. Alltel is great for that. a $25 adder to your phone gets you unlimited "tethering". If you have 1x (digital), then it is 144k. If you have EVDO, supposedly it is up in the 2M range, I think. I doubt verizon supplies the equipment. I've never heard of that before. Ebay is your best bet. I have Cisco 804s (me, my parents, my uncle) that I take care of, and its all I'll use. Netgears are often recommended as well as Netopia. Think sub-$50 shipped.

For an ISP you can spend $100/mo. if you want to... I spend $100/year though. I use localnet.com and they've been perfect (for me). Not all numbers support both channels, but both exchanges I use do just fine. You have to try it to see. I stay on 24x7 for weeks at a time.
