Re: Coast? It is far more complicated than that...
They are going to deploy in areas that are 1) closest to their own HQ. 2) They are going to wire areas where there is a great deal of dis-satisfaction already from the current providers. (This allows them to get a big hit on the competition and take unhappy customers) 3) Where there is little competition 4) Where it makes financial sense to do so. 5) where there competition has weak networks.
Those are just some of the criteria used...
