It all comes down to generating as much cash flow from FIOS customers as quickly as possible at the least cost. As has already been stated that often means areas with aerial lines rather than buried utilities. It may mean suburbs sooner than urban because of less infrastructure disruption and less red tape. Mundane reasons such as one central office has plenty of room for equipment while another doesn't also come into play. BTW Fort Worth, IN was chosen as one of the two test areas before the national rollout.
