| It is possible that someone mistook the input phone wire from the CO and connected it along with the telco jack output wires on the right.  Try connecting a phone to the test jack, then remove one lead from each wire on the right until you lose dialtone. That last wire would be the feed from the phone company.
The object is to simply find the pair of wires that come from the phone company and remove them from your phone network. Then connect the phone line from the ATA into your phone network somewhere.

Could this box be for alarm service only? We don't subscribe to that.

1 edit | I was wrong again. That test jack is special. When you plug a phone into the test jack, it disconnects the house phones from the line and only allows the incoming telco line from the phone company to feed the test phone. You will need to connect the ata to the house phone side in order to get it to work. |

1 edit | You can connect the ATA's phone output to DEN/PR1 and it should feed voip to all of your phones. 
However, if the wiring was incorrect you may have lost one of your apartment jacks. If the wire coming from the phone company was actually on the right side (and you removed it) then you would have to reconnect the Blue/White pair on the left side. |
