They don't want faster upstream because as it is they already have an almost 1:1 push/pull ratio overall, and many users 'abuse' their upstream by leaving bittorrent running 24/7. It's the same reason why you see a bunch of people complaining in other threads about 500kilobit downloads in their neighborhood.
