Using RASPPPoE as a server

Hi,

In a topic, I read that "There are no PPPoE server application for WIndows, but RASPPPoE the client PPPoE software can be used on Windows to create a PPPoE server environment for small test applications."

What does this "small test applications" mean? Can someone expand this statement? What can't I do with this server?
