Plus unannounced packet shaping/limiting?

We just moved to Brooklyn, immediately scarfed up the 20/1 package but now find we can't get Vonage working for the life of us (wall->cablemodem->router->VT-- a configuration that has worked under 3 other ISPs, both dynamic and static). Is Time Warner throwing in some quiet shaping/limiting (like, limiting to zero) into this "sweet" deal? -- B
