Where would you get the speed from a p2p or torrent? I highly doubt people are just going to leave their torrent programs open to have someone test their speed, and even if you did, theres not enough speed for a true test.

Or im i confused here?

If there are filters that slow down VOIP or P2P traffic then presumably they could be fooled to trigger by imitation traffic as well. A java applet and a server could exchange fake p2p or fake voip traffic to see if it worked at the same speed as generic or port 80 traffic.
