I got it. The mac filtering on my router was disabled. I made the assumption that this was ok - it would let just about anyone in. Well, that was not the case. I enabled the filtering and added the laptops mac address and off we went.

Is the DHCP server enabled on your router.

I suspect that the laptop won't even access the website built into the Belkin router.

You might want to inquire in the Belkin forum.

The security at the router is currently turned off as well as the firewall. When trying to set this up, I am within 5 feet of the router.

For testing, try turning off wireless security at the router. This means to turn of WPA or WEP temporarily.

If things work that way, add security back.

If they don't work that way, try moving the laptop close to the router.

  I am pretty new to the wireless networking world. My computer (wired) works perfectly fine with the router. My issue comes in with the laptop (wireless) connection.

As for information, here goes:

Internet Service: ATT / Yahoo DSL (Milwaukee, WI)
Modem: Speedstream 4100
Router: Belkin F5D6231-4
Firmware: 2.00.002
Laptop OS: Vista Basic

I have accessed the modem (192.168.0.1) and changed the PPPoE option to bridged. I read elsewhere to do so. I saved the options and restarted the modem. As for router set-up, I have accessed the router (192.168.2.1) and changed the connection type to PPPoE. I have entered my username and password. The default setup was Dynamic. I was able to access the internet with the laptop with the router set at dynamic and the modem at its "factory" settings. The issue with that is the connection would be dropped within a minute or so. That is why I switched to the bridged option. Now, my laptop can "see" the wireless connection, but can only connect with a limited connection. I don't know what limited means seeing that I can't see my network computer or the access the internet. I am sure there is something on my end that I am doing wrong. I just need someone to point out what it is. I know the router isn't the best, but it is all I have at the moment. I know for sure that the network card in the laptop is not bad. I had it connected at Best Buy yesterday and it worked great!
