what i want to know is whether or not these numbers include personal iptv devices ie..beyondtv, orb or slimgbox?

Fios is not considered IPTV...as it uses cable architecture where it shoves all channels to your tv at once...IPTV only downloads the stations you are going to watch...and uses less bandwidth..
