Why leave internet users out of new potential?

To this day, I don't understand why AT&T isn't willing to offer higher speed internet packages to their U-verse users. Why are they so intent on only satisfying IPTV customers and not those who maybe just maybe want a bit of a better internet experience as well?
Let's look at the top tiers AT&T offers for it's various flavors of consumer internet access. DSL=6.0MBPS/768KBPS
U-verse FTTN offerings=6.0mbps/1.0mbps. And finally U-verse FTTH offerings is a blazing fast 6.0mbps/1.0mbps! Oh wait, that was the same as the other U-verse offering, and the downstream speed is the same on all 3 methods of accessing the internet! If you're going to offer new technologies, then allow them to show at least some of their potential on all your services, including internet speeds!
If for example, a customer wants just U-verse internet, they should be allowed to have 10-15 or even 20mbps just for internet, since they don't want TV anyway. With Charter cable, one can get a top tier of 10mbps/1mbps, and business customers even have the option of 2mbps upload speeds. Plus cable has plenty of VOD and HD ability. So why isn't AT&T even trying to show off U-verse for more than just it's TV users?
