Doesn't make sense for them to deploy NxOC48 pipes and have to upgrade them ever few months (logistics, installation costs, etc). A 10G pipe at 15% allows for growth through the year+. Also note, on a layer 3 protected network you have to ensure you can capacity manage traffic during any failure condition.
