Nevermind, you are right. /16 is being advertised from Sprint because they own that block. /24 is being advertised because the /24 block is assigned to us and thats the only route TWC needs to advertise.

You should be able to contact Sprint and explain it as you did above and have them advertise your more specific /24.

As sporkme See Profile was saying, you can advise Sprint to remove that /24 from their aggregate and advertise it out as it is.

Alternatively, you can control what is being advertised with the use of conditional advertisement.

Therefore, even if your backup connection was brought up first and the Sprint connection second, the traffic will still route via the Sprint connection inbound as your router would withdraw the prefix from being advertised to TWC only advertising it under certain "conditions".
