need some help or answers

Sunday night my internet connection stopped working. As of writing this its still not working. My ISP (localnet) had some equipment go down in the area. Ok, fine understandable. This was proved as just using a dial-up modem wouldn't work either. Last night i get home praying its fixed. Nope, still not working. So I check the modem again, and bingo all is working on dial-up. So I ask why will dial up work but my isdn won't "dial-up"? The isdn like works like a champ, i can call out on both channels, and i can even hook up my modem through the pots and dial-up that way. My neighbor (family) and another family member a couple miles away all use the same setup and same isp. We are all having the same issue. So i guess my question is, is this an ISP problem? I have spent way too much time trying to make this work, and I'm over it.
