It was a rarely enforced rule. This comes on the heels of a competitor advertisement that says "Our service is better because you never have to renew your agreement for changing plans". It was policy to renew you for year but again it was almost never enforced so that's why you did not have to extend your contract agreement. I think ATT is just making it official.

That sounds right to me; I've changed my plan a lot and was never asked (or made) to extend my contract.
