[Other] Speed per port?

Hi,

Can ISP's restrict speed to specific ports?

I have a connection with my ISP where they give me 64(up)/128(down).

When I'm browsing using Port 80, speeds are nearly what they promise, but when it comes to using Port 995, 5060, etc., speeds are so pathetic, the firewall actually shows speeds are as low as 2.5(down).

Could the ISP be "strangling" certain ports?

Is there a way I can do speed-tests for specific ports?

Bandwidth shaping is a common practice giving different ports/protocols more or less of the available pipe. It is sometimes referred to as QoS but is not necessarily the same.
