U-verse has slightly higher upload. It has tremendous speed upgrade potential. And the vrad will be a lot closer than the CO. So you may only qualify for 1.5 dsl but can get u0verse.

If att wants more money from me all they have to do is sell me higher speed tiers. I would be more than happy to pay for more speed. Upload speed would be really nice.
