 [Connection Sharing] Really need help

hi every one ..i've a problem and i hope that you could help me solve it,i share an ADSL connection with some friends but one of these guys is a real downloading animal,the moment his pc appears on the LAN,you can hardly surf to google!!....so i was wondering if there's a way to limit his bandwidth when needed....i tried the netcut before but it cuts his connection completely-which is something that i don't want to do-and it dowsn't work on Vista for compatibility issues..any ideas,

Alot of programs have the option to go in an reduce the bandwidth the application will use while its performing its downloads.

Bit-torrent I think is one such program that gives the end-user the ability to adjust the amount of bandwidth to be used.

If your current router doesn't already support some form of bandwidth limiting, i would look at the program[s] your friend is using an see if the amount of bandwith can used can be reduced within the offending program[s] your friend is using.
