Upstream not a big thing to general public

Why announce the 20/20 package? Most of the general public doesnt use their upstream. So having this huge announcement for it I think wont do much good.

Cablevision already has a package with more downlaod 38/5 so announcing a 20/20 package wont do any good.

Has to be something else.
