In Canada we pay a 21 cent levy on recordable CDs - this is supposed to compensate the artists for copying. I believe little, if any, of what has been collected has been distributed. How would an "RIAA fee" be any better at compensating artists? Revenue generation for the RIAA, I suppose.

From what I hear, the CRIA (the RIAA equivalent in Canada) refuses to collect the money. They don't like the fact that Canadian judges won't let them sue Canadian P2P users because the judges have the "gall" to claim that the piracy compensation fee means that people can actually pirate music.
