First RIAA would get the tax passed and then find a way to resume suing uploaders/downloaders or do something that will still make it illegal. They would collect the tax money and the people paying the tax would get nothing for it.

The CRIA tried to get P2P outlawed in Canada and were slapped down when they were reminded of the tax Canadians pay on various forms of recordable media that are used to store digital music. The tax goes to fund the artists so Canadians were already paying for the privilege of copying music.

Same here. I buy music from independent artists from Amie Street. So far, since March, I've spent about $11. I don't want to be charged $23 per month just because I might possibly download some music from a P2P group illegally (I don't).

However, if they insisted on charging me this fee and there was no way to fight it (until the next election came up, that is), you can be sure that I would start pirating music to get my $23 worth. In fact, that's all I could see a fee like this doing: Turning honest consumers into pirates in an attempt to get their money's worth. Nice plan there recording industry!
